A man was immobilized by Ali Kaar’s escort because he was suspected of having made a suspicious phone call in which he is supposed to have alerted someone to the presence of the commissioner in the market. Abdikarim Ali Kaar visited the Bakaara Market to solve a land dispute. A man who bought a piece of land wanted to build a shop, but the neighbors didn’t agree because they claimed that it would block the road.
Bakaara Market is the largest in the nation. It is infamous for the events of October 1993, when the market was the scene of the Battle of Mogadishu, or the Battle of the Black Hawk: helicopters were brought down in the area, which led to a fierce firefight that lasted all night. It used to be the stronghold of Al-Shabaab. Abdikarim Ali Kaar, 44 years old, fled to the UK in 1991, and went back to Somalia in January 2015. He was elected as district commissioner of Hawle Wadag in 2017. Bakaara Market today is safer than it was, but it remains very dangerous, not only because it is believed that among the population there are still active members of Al-Shabaab, but also for its illicit activities.
